**Question:** Which stablecoins are authorized under MiCA, who issues them and how much supply does each have on-chain?

- Kind: Table in Voltfin Strata
- Topic: [Stablecoins](https://voltfincrypto.com/topics/stablecoins)
- Chains: Multi-chain, Ethereum, Base, Solana, Polygon, Gnosis, Avalanche, Stellar
- Status: Planned. The data is not published yet, so this page states no figure; each figure will open its receipt when it is.

Under the EU's Markets in Crypto-Assets regulation, a stablecoin that references one currency is an e-money token, and only an authorized credit institution or electronic money institution may offer it to the public in the EU. This table lists every stablecoin whose issuer and white paper appear on the register kept by the European Securities and Markets Authority, with its supply read from the token contracts.

Each row joins two kinds of record. The issuer, its home member state and the regulator that authorized it come from the register, cited with the date it was checked. The chains and supply come from the contracts, at the last block of each day. A coin leaves the table only when it leaves the register, so a change in status shows up at the next check.

Being authorized is a fact about an issuer and its token in the EU, not a rating of the coin. Coins whose issuers are not on the register are not listed. Asset-referenced tokens, which reference a basket of assets, follow separate rules and are listed apart if any are authorized.

## Blueprint

One row: One row per authorized e-money token, on the latest complete day

- **Token** (`token`): The stablecoin's name and symbol, linked to its contracts.
- **Currency** (`currency`): The single official currency the token references, such as EUR or USD.
- **Issuer** (`issuer`): The authorized firm that issues the token and redeems it at par.
- **Issuer type** (`issuer_type`): Credit institution or electronic money institution, as the register records it.
- **Home member state** (`home_state`): The EU or EEA country whose regulator authorized the issuer.
- **Regulator** (`regulator`): The national authority that granted the authorization.
- **On register since** (`on_register_since`): The first check on which the issuer and token were seen on the register.
- **Chains** (`chains`): Every chain the issuer publishes a contract for, among the chains read here.
- **Supply** (`supply`, tokens): Total supply across chains at the latest day-end blocks, in units of the referenced currency.
- **30-day change** (`change_30d`): Change in supply against the same reads thirty days earlier.
- **Holders** (`holders`): Addresses with a non-zero balance at the same blocks, summed across chains.
- **Receipt** (`receipt`): The register entry with its check date, and the blocks and reads behind the supply.

## How it will be measured

- A coin is listed when its issuer appears on the register as an authorized e-money token issuer and its white paper is filed there; the register entry and the date it was checked are kept with each row.
- Supply is each listed token's totalSupply() at the last block of the day on every chain it is issued on, added per token with bridged copies kept apart.
- Contract addresses are matched to each issuer's own published list of contracts, so only tokens the issuer names are counted.
- Holders are addresses with a non-zero balance at the same blocks, summed across chains.

## Data it needs

- `stablecoins` (published): Every tracked stablecoin contract: issuer, peg, chain, decimals and whether it is native or bridged.
- `stablecoin_supply_daily` (published): Native supply of each USD and EUR stablecoin on each covered chain at the chain's last block of each day, from totalSupply() reads, with bridged copies kept apart.
- `stablecoin_supply_global_daily` (published): Cross-chain native supply per stablecoin and peg per day, on the latest day every chain has reported.
- `token_holders_snapshot` (to build): Holder counts, top holders and concentration shares of registry tokens at a pinned block, with contract and exchange labels.
- Source: ESMA interim MiCA register of e-money token issuers and white papers, checked and recorded with its date
- Source: Issuers' published contract lists for each authorized token
- Source: totalSupply() at day-end blocks on each chain for every listed token
- Source: Issued amounts on Solana and Stellar where a listed token is issued there
- Source: Transfer logs of each token, for holders

## Questions

### What makes a stablecoin MiCA compliant?

Under MiCA, a stablecoin that references one currency must be issued by an authorized credit institution or electronic money institution, publish a white paper and hold its reserves under the regulation's rules. A coin counts as compliant here when its issuer and white paper appear on ESMA's register.

### Is USDT MiCA compliant?

USDT does not appear on the register: Tether has not been authorized as an e-money token issuer in the EU, and many EU platforms restricted USDT for their users as the rules took effect. The table would add it at the first check after an authorization appeared.

### Is USDC MiCA compliant?

Yes. Circle issues USDC and EURC in the EU through its French electronic money institution, and both appear on the register. Their supply in this table is their whole on-chain supply, because the same token circulates inside and outside the EU.

### What is an e-money token?

The MiCA term for a crypto-asset that keeps a stable value by referencing one official currency. It gives holders a claim on the issuer, which must redeem it at par value at any time without charging a fee.

### Why is supply counted outside the EU too?

A token's contract does not know where its holders live, so on-chain supply is the whole token, held anywhere. The table shows that supply as read and does not estimate how much of it is held in the EU.

## Glossary

- **MiCA**: The EU's Markets in Crypto-Assets regulation, which sets rules for crypto-asset issuers and service providers.
- **E-money token**: A MiCA stablecoin that references a single official currency and must be issued by an authorized bank or e-money institution.
- **ESMA**: The European Securities and Markets Authority, which keeps the EU register of authorized crypto-asset issuers and white papers.
- **Asset-referenced token**: A MiCA stablecoin that references a basket of assets or currencies, under separate rules from e-money tokens.
