**Question:** Is an address frozen by Tether or Circle, and how much USDT and USDC do the issuers freeze each month?

- Kind: Dashboard in Voltfin Vantage
- Topic: [Security and risk](https://voltfincrypto.com/topics/security)
- Chains: Multi-chain, Ethereum, Tron
- Status: Planned. The data is not published yet, so this page states no figure; each figure will open its receipt when it is.

Tether and Circle can freeze the USDT and USDC held at any address: their token contracts keep a blacklist, and a listed address can no longer send the token. This dashboard checks whether an address is on either list on each covered chain, and tracks how many addresses the issuers freeze each month and how much stablecoin is locked at them.

Every freeze is an event in the issuer's contract, such as AddedBlackList on USDT or Blacklisted on USDC, so the history is complete and exact. Tether can also destroy a frozen balance, which removes it from supply and appears as its own event. Each figure links to the event, its block and the balance read at that block.

## Blueprint

### Check an address

Whether an address is frozen by Tether or Circle on each covered chain.

- **Blacklisted on USDT**: Whether the address is blacklisted on USDT on each covered chain, from isBlackListed at the latest block.
- **Blacklisted on USDC**: Whether the address is blacklisted on USDC on each covered chain, from isBlacklisted at the latest block.
- **Balance locked** (USD): The USDT and USDC balance held at the address while it is frozen, read at the latest block.
- **Frozen since**: The date and block of the freeze event that put the address on the list, when it is frozen.
- **History of this address**: Every freeze, unfreeze and destroyed-balance event for the address, with chain, token, block and transaction.

### Freezes

How many addresses are frozen, how much is locked and how that changes.

- **Addresses frozen now** (count): Addresses frozen on USDT or USDC at the latest day-end block, across covered chains.
- **Balance locked at frozen addresses** (USD): USDT and USDC held at all currently frozen addresses at the latest day-end block.
- **New freezes, 30 days** (count): Addresses newly frozen on USDT or USDC in the last 30 days.
- **USDT destroyed** (USDT): USDT balances destroyed at frozen addresses in the selected period, from DestroyedBlackFunds events.
- **Freezes by month** (count): New freezes per month by stablecoin and chain, with unfreezes shown beside them.

Filters: Address (Any address pasted in, checked on every covered chain); Stablecoin (USDT or USDC); Period (Last 30 days, last 12 months or since the first freeze).

## How it will be measured

- Freezes and unfreezes come from the issuers' admin events: AddedBlackList, RemovedBlackList and DestroyedBlackFunds on USDT, Blacklisted and UnBlacklisted on USDC, with their equivalents on each covered chain.
- The frozen balance is the address's balanceOf at the block of each freeze; the locked total re-reads every still-frozen address at the latest day-end block.
- An address check calls isBlackListed(address) on USDT and isBlacklisted(address) on USDC at the latest block of each chain, so the answer is the contract's own.
- Destroyed funds are the balances burned by DestroyedBlackFunds events, kept apart from balances that stay frozen.

## Data it needs

- `stablecoin_freezes` (to build): Addresses frozen or blacklisted by stablecoin issuers, the balances frozen, and later unfreezes or destroyed funds, per stablecoin and chain.
- `stablecoins` (published): Every tracked stablecoin contract: issuer, peg, chain, decimals and whether it is native or bridged.
- `address_labels` (to build): Labels for known addresses: exchanges, bridges, protocols, funds, treasuries, sanctioned addresses and known attackers.
- `stablecoin_supply_daily` (published): Native supply of each USD and EUR stablecoin on each covered chain at the chain's last block of each day, from totalSupply() reads, with bridged copies kept apart.

## Questions

### How do I check if my address is blacklisted by Tether?

Paste the address into the check: it calls the USDT contract's isBlackListed function, and USDC's isBlacklisted, at the latest block on each covered chain. The result is the contract's own answer, with the block and the call shown as its receipt.

### Why does Tether freeze addresses?

Tether freezes addresses linked to hacks, scams, sanctions and law-enforcement requests. The contract records only that an address was frozen, not why; a reason appears here only where Tether or an authority stated it publicly.

### Can a blacklisted USDT address still receive tokens?

On Ethereum, the original USDT contract checks only the sender, so a blacklisted address can still receive USDT it cannot move. USDC checks both sides, so a blacklisted address can neither send nor receive. Other deployments can differ, so the check reads each contract's own state on each chain.

### What happens to frozen USDT?

Frozen USDT stays at the address until Tether removes the address from the blacklist or destroys the balance. A destroyed balance is burned from the supply; any later reissue to a rightful owner shows as a separate issuance on-chain.

### Can Circle freeze USDC?

Yes. USDC's contract gives Circle a blacklister role that can block an address, after which it can neither send nor receive USDC on that chain. Each block is a Blacklisted event, and a later UnBlacklisted event lifts it.

## Glossary

- **Blacklist**: A list kept in a stablecoin's contract of addresses that may no longer send the token; the issuer adds and removes entries.
- **DestroyedBlackFunds**: The USDT event emitted when Tether burns the balance of a blacklisted address, removing it from supply.
- **Freeze authority**: On Solana, the token permission that lets an issuer freeze any account holding its token.
